He Quan is Vice Governor and Member of the Leading Party Group of Jiangsu Provincial Government. He, male, born in December 1952, Han Nationality. He is a native of Baoying, Jiangsu Province. He received regular higher education and got his Master’s Degree in Economics. He Quan joined the Communist Party of China (CPC) in April 1972 and started his first job in March 1969.
