The fundamental principle of the government is to service the people whole-heartedly. The basic task of the government is to meet the increasing material and cultural needs of the people. The basic criteria of government work are whether people satisfy, uphold or agree. Government at all levels should enhance self-improvement for higher executive ability and build a service government for the people and supervised by the people.

Cao Weixing is now Vice Governor of Jiangsu Province, Member of the Standing Committee of Central Committee of Democratic League of China (DLC) and Chairman of Jiangsu Provincial Committee of DLC. Cao, male, born in August 1958, Han nationality, is a native of Tongzhou. He is a PhD and professor in agriculture. He started his first job in March 1985.
Mr. Cao studied at the department of agronomy in Jiangsu Agricultural College (the predecessor of Yangzhou University) in February 1978. He gained his master degree in crop cultivation science at the department of agronomy of Nanjing Agricultural College in February 1982. He held his post as teaching assistant in Nanjing Agricultural College in March 1985. He became a doctor and assistant research fellow in crop science in Oregon State University of the USA in September 1985. He gained his post-doctorate degree and served as an associate research fellow and research scientist in crop physiology and ecology in the University of Wisconsin in March 1989. He was appointed as associate professor at the department of agronomy of Nanjing Agricultural University in March 1994, as professor in April and as doctoral supervisor in November. He was appointed as deputy director of the department of agronomy of Nanjing Agricultural University in March 1996, as assistant to the principal and deputy director of the department of agronomy in December 1997, as assistant to the principal and director of the department of agronomy in April 1998, as assistant to the principal, president of College of Agronomy and vice Chairman of Jiangsu Democratic League in January 2001. He took his office as Vice Principal of Nanjing Agricultural University and Vice Chairman of Jiangsu Democratic League in November 2001, as Chairman of Jiangsu Democratic League and Vice Principal of Nanjing Agricultural University in June 2002, as Member of the Standing Committee of the Central Committee and Chairman of Jiangsu Democratic League and Vice Principal of Nanjing Agricultural University in December 2002, as Member of the Standing Committee of the Central Committee and Chairman of Jiangsu Democratic League, Vice Chairman of Jiangsu CPPCC and Vice Principal of Nanjing Agricultural University in February 2003. He has been Vice Governor of Jiangsu, Member of the Standing Committee of the Central Committee and Chairman of Jiangsu Democratic League since January 2009.
Cao is Deputy to the 10th and 11th National People’s Congress, Member of the 9th Jiangsu Provincial People’s Political Consultative Conference, and Deputy to the 11th Jiangsu Provincial People’s Congress.
